Job Description

Head of Agency is the chief executive officer of Pathways Community Care, responsible to the board. The role manages staff and volunteers and the programs and grants under which they work.

About Pathways:

Pathways Community Care along with Pathways Community Church, make up the Christian ministry called Pathways Community. Pathways Community Care conducts a number of justice and mercy programs that provide support for women and children, youth, families and individuals.

Currently Pathways Community Care has three funded programs: Community and Family Support Services for children, Special Homelessness Service for women escaping violence, and Aged Care Volunteer Visitors Scheme finding visitors for aged care residents. There are five staff with a Full Time Equivalent of approximately 2.5 in addition to this position and including a part-time office manager.


POSITION DESCRIPTION: HEAD OF AGENCY

12.7 hours per week

The Pathways Community Care Head of Agency is the chief executive officer of Pathways Community Care, responsible to the board. The role manages staff and volunteers and the programs and grants under which they work. The role cooperates with staff of Pathways Community Church to achieve shared goals. The role is located in Pendle Hill. It would suit someone available two or three days per week during school hours.

Essential Criteria:

  • Passion for the values of Pathways Community Care and Pathways Community Church.
  • Ability to communicate clearly and compassionately with a wide variety of people.
  • Good written and verbal communication skills.
  • Three year's experience in a community work role.
  • A Bachelor level qualification in social work or a similar discipline.
  • The ability to work in a small team/shared space environment.
  • The ability to work flexible times which may include after hours.
  • Current drivers’ licence.
  • Willingness to obtain working with children’s check number (WWCC).
  • Willingness to undergo a police check.

Key Accountabilities

Target Outcomes

Staff Management

  • Support and direction of staff which meets the requirements of grant agreements and builds a healthy and cooperative team.
  • Team building including a weekly meeting, which results in a cohesive and effective team.
  • Management of staff leave and hours according to policy and which fosters a healthy work environment.

Organisational Leadership

  • Implementation of strategic plan in line with its goals.
  • Development and review of strategic plan in cooperation with the Board.
  • Pursuit of new grants and other arrangements to increase income.

Program & Grant Management

  • Oversight of programs which results in quality, person-centred service which meets contractual obligations.
  • Completion of reporting requirements which is accurate, adequate and on time.
  • Management of income and expenses according to agreed budget.
  • Responsible, ethical, and sustainable program operation.

Stakeholder Engagement & Partnerships

  • Relationships with partner organisations, funding bodies, councils, churches, networks, schools, and community agencies which improve service reach and quality.
  • Representation of Pathways Community Care at interagency meetings, sector forums, and local networks which improves the organisation’s visibility and reputation.

Governance & Compliance

  • Ensure organisational compliance with legislation, regulatory frameworks, accreditation requirements, and funding conditions.
  • Timely and transparent reporting to the board which includes strategic planning and risk management.
  • Fit for purpose maintenance of organisational policies including alignment with legislative and contractual standards.
  • Uninterrupted regulatory and accreditation compliance.

Relationships:

Reports to:
• Pathways Community Care Board

Supervises:
• All staff, volunteers and students including case managers, program coordinators, and support workers.

Works collaboratively with:
• Pathways Community Church staff to achieve shared organisational and community goals.
• Funding bodies and program partners (e.g., DCJ, DoHOA, Wesley Mission, Churches of Christ Property Trust, local councils).
• External service providers, schools, health agencies, aged-care providers, community networks, and interagency groups.
• Accreditation bodies, auditors, and compliance representatives.

Liaises with:
• Clients, carers, and families as relevant to program needs.
• Government representatives and contract managers regarding service performance, compliance, and reporting.
• Volunteers, corporate supporters, and community partners to strengthen service capacity and engagement.
